Is the answer "yes and no depending on where you live"?
Summorum Pontificum has been a huge success in places where there was good will but I don't think it has done anything to break down the barriers of prejudice. There is no effort put into enforcement it seems to me.
There is another question. Are traditional catholics ready to push the open doors where they exist? I suspect that someone is laughing down their sleeve at how the traditional catholics are often faced with unwilling clergy and the willing clergy never get asked. SP was just one more 'option' in the novus ordo church that adds to the confusion.
